The word realtor
The word realtor is one of the newest adoptions in our language. The word was first used in the United States and was transferred to our territory after disintegration of the USSR. Who is the realtor? He, or if we put it more literally, the realtor should support the customer right from the start till the end of the transaction, should check all the documents, should provide the customer with necessary legal and other sort of services, should organize the whole process of bargain (buying and selling), should balance the profits of both sides, should guarantee that the sides will come to the needed accordance and finally should organize the transfer of the property. In abroad the realtor can also help you in getting a hypothec credit from the bank.
How did everything start
In Armenia the history of the realtor appearance has a very interesting beginning. Starting from 90s when the government gave citizens the permission of selling or buying real estate, this as a sort of product, began to develop its special market. And this was the period when the realtors and companies involved in this sphere appeared. In its scope this was quite an interesting and profitable profession and maybe even for this reason a lot of intellectuals like doctors, teachers and scientists were involved this sphere. In the period of its development a realtor was quite a trusted person by the perception of the society.
Doubtful Agents
Recently the inflation of prices in the real estate market brought to the fact that a lot of newcomers got involved in this sphere and the point is that they do not figure out anything in selling and buying of real estate. Their presence in the market seriously effects the reputation of the professionals and companies working in the same sphere.
License and non-equality
Starting from year 2000 the government began to legalize the activity spread at the real estate market. For the specialists of this sphere special trainings were organized. The government first provided licenses to the individuals after which legalized the companies existing at the real estate market. It turned out so that the legalized companies began to be controlled by the state tax committee and the cadastre. Though actually there are more subjects functioning at the real estate market. The correlation is approximately the following: one legalized company gets hundred non-legalized members. All the companies functioning under the supervision of the law want the government to introduce such a mechanism by which the participants of the market either enter the legal field or stay out of the market.
State Profit
It is worth mentioning that the legalization of the companies functioning at the real estate market is of great importance to the government. On one hand they appear under state supervision and on the other hand the legalization gives the companies a preparation both on legal and citizen communication level. In this respect the legalization of the whole market will first bring all the participants to the legal field and then will make the market much more professional and prepared.
A law about a mediator
In spite of the existence of the RA estimation law there still does not exist a law for realtor activity regulation. This is also a very important issue as according to that law the state’, realtor companies’ and customers’ relations will be regulated: all the sides will know their exact rights and responsibilities at the market. Otherwise it turns out that the real estate companies are trying to regulate the relationship between the customers and the government themselves. Even though now the RA law about the ownership does exist where it is clearly stated how the property passes from the seller to the buyer, how the documents are issued and some other problems, however, the position of the mediator company is not fixed in this law and it is assumed that the mediator company is one of the chains of the real estate market which first of all gives the opportunity to make the selling and buying activity more safe both for the seller and the buyer.
Who needs a realtor?
Generally the importance of a mediator company can be pointed out in several aspects. First of all it gives the possibility to check the documents applied for the real estate sale on a professional level. Secondly it saves a significant amount of time both for the seller and the buyer. And thirdly the mediator company reduces the risk of the selling and buying transaction to minimum. And here appears the state profit as if the transactions in the market are handled professionally it gives the sides the possibility of avoiding lies and collisions.
A Realtor and a Customer
All the companies strive to gather as much information about the real estate on sale and a potential customer as possible in order to organize the meeting of the customer and the seller. If we try to name all the functions of the realtor companies the picture will be the following: gathering of as much information from the market as possible, organizing the customer and the seller meeting in the shortest period of time, checking the documents, organizing the transaction as well as following-up the process of the final decision making between the two sides.
The mediator against an agency
When a buyer or a seller turns to a serious organization he himself somehow becomes the guarantor of that transaction as the company finds not only the real estate or its buyer but also implements a follow-up of the responsibilities mentioned in the transaction: that is emptying the property on time, the payment of the apartment bills, etc. As compared to the mediators working at the market, who do not take any other responsibility except organizing a meeting between the seller and the buyer, the serious companies are responsible for the transaction from its very start till the end.
Extremely High Prices
Since last year real estate prices have almost doubled. This happened due to several factors: that is constructional growth, disinflation of dollar, a flow of international investments. Starting from January of this year the prices do not grow that fast as they did last year. Monthly it is from 1 to 3 percents. Though taking into consideration the fact that Armenia is entering a year of election, it can be assumed that the inflation of real estate prices in Armenia will stop and will probably not grow this year anymore. In any case real estate prices in Armenia have reached quite a high level and can be compared with European market.
A struggle between new and old
The real estate market is at the moment divided into two parts: primary or new buildings and secondary or old buildings. Even though the experiments of the new buildings began in the early 90s, however, the situation changed in year 98, when specialists who had studied and worked in Russia came to Yerevan and started implementing their experience. And this was the exact period when the construction of new quality buildings started in Yerevan. In the result of the past 10 years we now have quite interesting buildings both in the Northern and Main avenues and other parts of city. Their total number today is about 50 to 60.The prices of the old and new buildings almost do not differ. From the first view it may seem strange but this has the reasons of its own. One of the major ones is that the new building has some other expenses as compared to the old one that is the owner of an apartment in a new building should pay for the security service, for the cleaning of the yard and for some other services. Only one part of people wishing to buy an apartment is ready for such expenses. On the other hand, due to the fact that the new buildings were constructed almost at the same time, we got such a situation when for about two thousand apartments entered the real estate market, which in its turn resulted in the disinflation of the prices. The next important point is that the new buildings are mostly constructed not on the first but the second line-in the yards, that is a bit behind the streets and this also influences the prices.
My house is my citadel
The new buildings have already started developing their own market and consequently their own approaches and views. The first type is the elite real estate by all its parameters: the building quality, architectural appearance, internal project and a number of internal services. The second type is the business class which in spite of also having a security service does not possess the luxury and comfort of the first one. The third type is more modest even though it is newly built it differs very little from the old buildings. And finally the fourth type are the cottage houses, three-four storied houses mainly without services.
Seven recommendations for the future customer
The real estate market in Armenia is quite multisided: multi-apartment buildings, private houses, commercial and land territories etc. The price difference is also big. It is also necessary to find out the market prices and thus be very attentive in the choice of the apartment, especially check the documents, as recently the issue of selling apartments with false documents has become very wide spread. For reducing the possible risks and the waste of time as well as for avoiding the market shady dealer the right thing to do is to cooperate with an experienced realtor.
New technologies
The person who wants to sell real estate usually deals with several mediators. It is assumed that in this case the fastest way could be the signing of an exclusive contract with a serious realtor company. It will give the company the opportunity of widely observing and rapidly selling the real estate as a professional realtor has a good imagination of the type of realty people need. Perhaps in the nearest future the exclusive contracts will be widely used at the real estate market.
